To add some clarification, technically the Executive Branch did have power. The state governor is the state executive branch.

they were blatantly lying. it was one of his boys, and his girl at the time that set him up/framed him. they tried to paint it as a jailhouse confession but he actually went to the cops after he got out of jail. from what ive read it seems like they were fukking behind his back. i think theres a good chance his girl and his boy did it and just framed him. she knew WAY too much about what happened.
