First of, Tupac got big in fame with the Quad Shooting/Rape case/Dear Mama/No. 1 Album while in jail period of 1994. That was the reason AEOM took off the way it did when he was released.

Second, even if that wasn't the case, Tupac was still a bigger Name from 1994 - 1996 than the fukking Wayans Bros.
