Winter Soldier was made in 2014 and Civil War came out in 2016

We just got IW and Endgame in back to back years

How you know it isn't? This is pretty much on when Coogler is ready, Feige isn't going to rush (unless they're holding out for d23 maybe) BP2 until Coogler is ready, the same goes for Gunn and GOTG vol 3 and CM3. All three were the most successful and don't have set dates (unless they holding out for d23)

A four year gap (or longer) is a long ass time for something to be priority, Captain America would never have that big of a gap

The difference is Coogler has a "one off" contract with the MCU for Black Panther- he would have to sign up to do BP2 (that maybe something they mutually agreed on)
The Russos had multi-picture deal with the MCU- so as soon as one movie was done they immediately started working on the next one.

Not sure why y'all want to run BP into the ground. I rather for them to do it right and properly build up T'Challa if they need time for the right story.
