It's not a priority now, but do you know how far along in the pre-production process you need to be to have all those costumes made and scrapped? They were nearly ready to film and did an extreme pivot to not need them anymore.

Who knows where the last minute changes came from, but I bet those late game flips had everybody involved reassessing every aspect of the project in case another costly 'pivot' could occur.
