The author of this article is grabbing at examples to fit Marx's theories. Some of the examples are loosely-tied, like the housing market bust.
It was partially fueled by capitalism, but it was more based on banks opening up loans to a wider set of customers, the housing boom could have been prevented if the "private" banks didn't change their requirements for loans. And if you look deeper, small banks who didn't risk giving mortgages to under-qualified customers didn't suffer the same consequences as the banks who did. Furthermore, areas of the US where the housing bubble wasn't experienced didn't have a rise in the number of foreclosed homes. That is to say more directly, capitalism that fueled the depression caused by the housing bubble didn't affect the entire US. Walmart isn't a monopoly. They have competing businesses. The author points at how small businesses are losing market share and they are closing, but Walmart isn't even close to being a monopoly.

there was no reason for them not to do it since they knew they wouldn't end up paying the bill even if the client defaulted
