Ive lived in Maryland for over 20 years.
Theres tons of black people here.
A lot of entry level county/state jobs require a degree and pay 35-45k.
Its hard to rack up that amount in student debt, make that salary, and afford rent.
A lot of college grads dont even want those entry level jobs because its not worth it.
This will allow people that get paid less and have no degree, but are capable of doing those jobs to get it.
An arbitrary barrier is removed, and the citizens benefit.
This is a great move.
