They need to update the FFL requirements (Federal Firearms License - Wikipedia, the free encyclopedia) to include that. Anyone purchasing that amount that's not a dealer or for some training range, should raise a red flag. Only way to get some Federal regs or restrictions on ammo/guns would be to attach a rider bill, to a big bill that couldn't be vetoed, because it won't be done separately. Ain't shyt will be done either way sadly though.
