CMR was indirectly responsible. I will say this No Limit had a hate campaign like no other. From Pastor Troy making a diss song because he was an admitted hater to radio DJ's openly dissing them on air. A lot of people gravitated to CMR because some were No Limit haters and CMR was the fresh new camp and were similar, but had a more polished sound.
Pastor Troy, Greg Street, Pimp C, Yukmouth, C-Bo, Death Row (Realist, Swoop G and other noname bums) and others (even Andre 3000 kinda, his amazing Return Of The G verse was also directed at NL) went at NL hard as soon as they saw em not being the hip thang anymore in 1999. Some for kinda valid reasons (Pimp C, 3k), some for attention (PT, DR)

just cuz it wasn't ghetto dope, it doesn't mean that "last don" wasn't a hot album.

you cant drop a classic everytime out.

i do agree that he went overboard with the UGHs, but it was such a huge craze at the time, that i cant even fault him for getting carried away.

That’s pretty much how I felt about it, especially after revisiting it. That album had too many songs for people not to like SOME of them.

According to Pimp, he didn't receive any royalties for Break Em Off Somethin', even though he (co?)produced that. Who knows

3k's issue wasn't bout Hoody Hoo. It was about glorifying gangsta image/lifestyle. Listen to Return Of The G closely. NL was the HOTTEST thing at that point besides DMX n Jay Z
