Hulk Hogan vs. Bret Hart (1993)
We all know what happened at WrestleMania 9. Bret Hart was defeated by Yokozuna via salt in the eyes, and after the match, Hulk Hogan ran down, got an impromptu title match and won. Apparently, this was supposed to lead to a match between Hogan and Hart at Summerslam 93. According to Bret Hart's book, they even had a photo shoot for Summerslam where Hogan and Hart are in a match of tug-of-war with WWF title. However, shortly after the shoot, Hogan had a change of heart and decided that he was going to dip after KOTR so the match never happened.

HBK vs. "Macho Man" Randy Savage (1993-1994)
According to Lanny Poffo, it always bothered Macho Man over the fact that he would never be able to duplicate or exceed his match with Ricky Steamboat at WrestleMania 3. In the time that he was an announcer, Randy became a big fan of Shawn Michael's matches and devised that he could have a two year program with HBK over the Intercontinental championship which would have ended with HBK defeating Randy. Randy would quietly retire to his role of announcer forever. He ran the idea to Vince, who was all for it, and HBK and Randy had a match when they went to tour in the UK. Despite the fact that the match received positive reviews, Vince had a change of heart and told Randy that he should just stick to announcing. Randy eventually left for WCW.

Stone Cold Steve Austin vs. Brock Lesnar (2002)
Brock Lesnar debuted in April of 2002 and began destroying opponents right out of the gate and WWE had big plans for him. Brock was set to win the KOTR that year and WWE decided that they were going to feed Austin to Brock...on RAW...in a KOTR qualifying match. Austin, who was already not happy with the direction of storylines that WWE was heading, made a case that he shouldn't even be in a KOTR tournament at this point in his career and Brock/Austin could be big for PPV. WWE writers disagreed and Austin (famously) walked out of the company.

Hulk Hogan vs. Stone Cold Steve Austin (2006)
RAW: Homecoming was a big show for the WWE as it was their return to the USA network after leaving in 2000. This RAW featured the return of HHH, Mick Foley in a Piper's Pit segment, Stone Cold Steve Austin, and Hulk Hogan. Austin had already been out that night (and stunned all four member of the McMahon family) and then Hulk Hogan came out for his promo with Mene Gene. He asked the fans if they would like to see Hogan vs. Austin and the fans erupted. The plan was for the match to culminate at WrestleMania 22. Only one problem: Nobody told Stone Cold that Hogan was going to do that. Austin, who is not a fan of Hogan, was not happy about it at all and nothing ever came from it. At the HOF the next year, Austin teased the crowd by saying he "was looking through his bag and found a can of whoop ass with Hulk Hogan's name on it." In later years, Austin said he would've liked to have a match with Hogan as long as "he didn't pull that creative control clause bullshyt."

Has anyone else heard of any feuds/matches that were supposed to happen, but didn't?

Jericho vs Goldberg in WCW

Jericho(rightfully so) felt that their feud was over enough to the point where he wanted to have a match a with Goldberg on PPV and have Goldberg squash him in 3 minutes but Goldberg snitched to the higher ups about him "not working that PPV". It was Jericho, Goldberg, & Y2J brought in Hogan to get his opinion. Hogan told Goldberg it made sense, but Bill was still being a bytch about not working :snoop:
