Your questions reflect your personal bias/inconsistency/hypocrisy and if you really think through them hard and long you would see that the issues you bring up make the case for pro-choice/no mandate.
Why is smoking not illegal, period? Smoking kills people (including non-smokers). A lot of them. It puts a strain on hospitals.
Why is driving not illegal, period? Driving kills people (including non-drivers). A lot of them. It puts a strain on hospitals.
Why is having protected sex not illegal, period? Protected sex kills people (including non-HIV patients).
By banning smoking, it can be estimated that over 100 million lives would be saved in the 21st century. Is your goal really to take away the social cost that people are to other citizens? Or are you only selectively outraged by some people's actions having an aggregate effect on others in society?
The truth is, disease and death are a natural risk in a social society. The increased chance of you dying because some group of people are not vaccinated against this particular virus is so incredibly small that it is ridiculous that you want to press people to do it against their will because you feel scared thinking about it.
