Pac agreed to everything including USDA... before that though Arum was talking about having (I believe) WADA do the tests.. I can't remember exactly what part of the timeline this was but..I can recall Floyd camp not caring as long as the tests were random... Everything was good to go until the bytch said he couldn't except less than 100% PPV revenue

Pacquiao hasn't agreed to anything regarding stricter testing. Saying something to the media and signing a contract are two different things. Pacquiao and more importantly Bob Arum have said a bunch of different things. They've contradicted themselves over and over. Their word means nothing.
