is there a way to get this proposal on state ballots? no doubt true blue states would adopt it, but if it could get passed in some of the swing states, this could be huge.

You can do a ballot initiative depending on the state. However, ballot initiatives take a statewide work force and possibly millions of dollars toward outreach. Not to mention a team that is experienced with the process of filing and writing legislation.
