If it's done, it has to be admin/mod approved I think to limit trolls and racists.

Also:

Don't allow them to rep, create topics, etc..., for 1 year. They have to have a certain number of posts (750) to post in active forums like TLR.

I think that'd help limit the amount of trolling as well.
