Try again dumb asssizes go by waist, not hips.

There would not be enough material available to do that, unless it's stretchy. You might be able to swing a 12 depending on how the clothes run. Have you sewn before? Measurements determine the amount of material. It has to encompass the hips as well or when you got to the thighs you wouldn't be able to close the pant/shorts or the shirt would be be too tight, fitted or just open.
