He had the potential to top snoop (who fell off 2) (Kane) (Common) (Prodigy) Biggie,Jay-z,Nas,Cube,Pac,Rakim,Pun would be difficult imo
Snoop has one of the GOAT albums, yeah he's not as consistent but he's dropped classic tracks over the last 20 years. Snoop is more important to hip hop then most I mentioned

as a top mc Snoop stopped rapping with the doggfather...but thats just my opinion.
I can understand why people would have him in their top 5. Doggystye and his influence on the chronic are legendary
