if youre talking east coast artists(not just new york. it doesnt end with them) and their popularity across the board, then yes i'd say that the mid-00s was a stronger period than the mid-90s in terms of that.
it may sound funny because we're programmed to worship the mid-90s, especially when it comes to the east. but when you really think about it, you have to say the mid-00s. and we could go artist-for-artist & squad for squad if you like.
