Any violence anywhere is enough to throw the whole country under travel advisory but in mexico tourists can die and government officially can die and it's still game on. Nobody declaring them unsafe but they really are. Try being a foreign tourist destination country in any other continent and loosing multiple tourists to violence annually and see if you aren't flagged for life as a no fly zone
Im speculating at this point but its been done time and time again. Once the victory is secured someone believe that they are in a position of power to no longer need the cartels that put them there. Word gets to people that are also on payroll that dude on some "fukk are they going to do, Im the mayor now". The decision to not do something is made and found out way before the action is required to have taken place.
Example being, a contract that the Mayor Elect was paid to give to a certain person/business. If agreed upon, his campaign will be funded and victory secured. Only the Mayor Elect instead gives the contract to another business instead because he knows his victory is already secured. They cant un-make him the mayor so he doubles up. Used the cartel to fund his campaign and used his position to benefit a third party instead. He was just sworn in, but he won the election and guaranteed mayorship some time ago. Long enough to make deals and have influence. Which means long enough to fukk up deals and use influence the wrong way.

Just got back from Mexico City (DF)...AMA
I saw some Black people and many Americans when I was there. You’ll be fine. There are police everywhere in the nice and busy spots. It’s one of the largest cities in the world, so depending on where you go, people will try to hustle you.
We used Uber or the subway/metro to get everywhere. Don’t use those pink taxis or taxis at all (it’s not safe and they will hustle you). ATMs are safe to use, but have someone watching your back if you use them. Just be aware of your surroundings like you would any other place.
You’ll have fun. It’s a world class city.
