Because of the wet-foot/dry-foot policy there are very few cubans who are actually "illegal" immigrants. Most of them already have their green cards thanks to that policy. It would be dumb not to. THey, for the most part, have no worries
Haitians, Jamaicans, Nicaraguans, Dominicans and Hondurans on the other hand....

Now that you mentioned wet foot/dry foot, I think it was mostly put in place because of the conditions in Cuba. Immigrants that get returned to their home countries like Mexico just go back to their daily lives and families until they try again. Immigrants that try and escape Cuba without success get faced with jail or even death. But then again, that policy is more to give them rights in this country which other immigrants don't have which i don't believe is fair. They should've tried to fix the problems in Cuba instead.
