Yes, after he cut it by 100 billion, which caused a lot of Black people to drop out, who were not eligible for his "increase." In fact, it could be argued that he just raised the pell grants in line with inflation, which you're supposed to do with every government program. So he really didn't increase shyt. He just cut shyt when he lowered the lifetime limit that a person could receive.

Obama didn't grandfather anyone in to the Pell Grant cuts. Even Bush grandfathered people in when he did his pell grant cuts. (Bush was trash too, but just saying.)

- President Bush signed into law August 14, 2008 Public Law 11-315 Higher Education Opportunity Act, which capped the amount of time a student can receive a Pell Grant to nine years (18 semesters), prorated for attendance status, and the cap applied to all students who received their first Pell Grant after July 1, 2008 (Section 401(c)).
- However, President Obama signed into law December 23, 2011 the Consolidated Appropriations Act, 2012 (HR 2055), which capped the maximum lifetime eligibility for Pell Grants from nine years (18 semesters) to six years (12 semesters), prorated for attendance, effective for all students July 1, 2012, beginning with the 2012-13 award year.

As a result of these cuts, I had to drop out and wasn't able finish my last couple of courses until many years later, which completely fukked my life up. I wasn't the only one.
