This is only for some version of windows 10. Based on what I just saw, maybe on home, because pro gave me an option to skip that step. :yeshrug:
Confirmed.its just for windows 10 home. :russ:

How Windows 10 Home Forces a Microsoft Account
The screenshots in this article were taken while installing Windows 10 version 1903 Home—that’s the current stable version of Windows 10, also known as the May 2019 Update.

During the first-time setup process—either after you install Windows 10 yourself or while setting up a new PC with Windows 10—you’re now prompted to “Sign in with Microsoft” and there are no alternate options.

On Windows 10 Professional, there’s reportedly a “Domain Join Instead” option that will create a local user account. But that’s only on Windows 10 Professional. Windows 10 Home doesn’t have this option at all.

:unimpressed:

And it's been that way almost a year.

If I had to take an educated guess, this change was likely reactionary.

Someone went through the top issues for windows 10 setup / new users and saw the biggest complaints were:

  • Where are my files
  • Why isn't my password working
Then they realized that users generally recreate the same username and password when setting up new machines.

So the natural solution was to provide them a way to get their files and use the same login information.

And for some extra impact a customer can now reset their windows password if they're connected to the internet and have access to their cell phone or email address.
