My brother's college roommate bought a 360 in December and doesn't have Live and has never had it.
nikkas were playing on 2K default rosters before I let him sign into my account to update the shyt.
There are plenty of people who don't have Live. My nephews have a 360 and don't have Live either.
Sh!t man I don't have one either. My console is bootleg as hell and unbanned so I could eat but I don't have one, hadn't had gold activated for a while now. Come to think of it, my nephews and lil cousins don't either.

Notice I also said, is interested in playing online. If you have never had Live then you obviously aren't trying to play online since it can be had for less than 3 bucks a month.
If you can't spare 3 dollars then the developers damn sure don't want you playing their F2P game anyway. The entire point of F2P is to get you to spend small amounts of money on micro transactions.

Xbox hasn't officially said how they would do Free to Play over XBox One but has publically said they was leaning towards free
World of Tanks creator in the article you posted said they will be brining World of Tanks to Xbox One after they sell a million consoles and made no mention of a PS4 version
