Chicago is one of the nicest cities in America in the Summer time. There is a lot to do there then, because the temperature isn't usually that bad especially at night.
Public transportation is pretty good. If you are just going to be downtown or in the neighborhoods near downtown then you don't need a car and if you had one you would probably just be racking up tickets. The further you get away from downtown then you are definitely going to need a car.
There are lots of music festivals; food festivals, etc. in the Summertime, but you should probably check out the visitors bureau to find the stuff that you might like to do. Chicago Things To Do, Events, Restaurants & Hotels | Chicago Tourism

It is not that bad. People that say that shyt about Chicago have probably never been there. If you are just a regular person that is in a normal neighborhood then you should not have any problems. Btw, most of the neighborhoods in Chicago are very regular.
Now if you in them streets doing dirt then anything could happen in Chicago or anywhere else in USA for that matter.

stay downtown and near downtown areas, if you must go South only go to Hyde Park. Don't go further west than the west loop. The north side is mostly cool but there are areas where nikkas are with the shyts to.
That is too restrictive. He can do more than that. There are places on the Southside like Southshore and Washington Park that have things going on. So he should be alright unless he trying to bang, but Southshore does have flareups once in a while.
Unless you are staying with relatives on the Westside then he needs to be careful over there, because after he gets past UIC he needs to know the neighborhoods that he is in. Most of the time it is not a problem, but on those occasions when there is a problem; there is a problem.
If you going tell a person to hang on the Northside you might want to also let them know that it is the booty busters side of town. They run heavy up there and dudes need to know they in fagville/cacville/
ville before they go rolling up through there.
Advice:
Don't get a car, try to get a place near a train station or a bus that'll get you to the train.
Bronzeville is my favorite neighborhood on the South Side. Anything in the 30s and East of King Dr is a winner. Kenwood is also nice around 47th and Langley specifically. Hyde Park is nice but whatever. I'm traumatized by my experiences of being checked by Secret Services multiple times because Obama sweet ass wanna get a house right before where the bars are
Spring Awakening is prolly my favorite summertime concert. It's definitely a must even if you aren't into edm, do it. Bad bytches everywhere gone off the molly tryna get fukked

Bars. I fukk with Logan Square heavy right around the California blue line stop. shyt brackin, get your hand stamped at around 9 and walk right around the long ass lines around 12
