That is too restrictive. He can do more than that. There are places on the Southside like Southshore and Washington Park that have things going on. So he should be alright unless he trying to bang, but Southshore does have flareups once in a while.
Unless you are staying with relatives on the Westside then he needs to be careful over there, because after he gets past UIC he needs to know the neighborhoods that he is in. Most of the time it is not a problem, but on those occasions when there is a problem; there is a problem.
If you going tell a person to hang on the Northside you might want to also let them know that it is the booty busters side of town. They run heavy up there and dudes need to know they in fagville/cacville/ville before they go rolling up through there.

I wouldn’t suggest anyone just visiting to go to Washington Park
They have a few festivals there during the summer. But nah lol. I live in bronzeville now, and I wouldn’t suggest moving here either. Not that it’s that bad or anything, but if you’re here for the summer I would go s/w loop, wicker park, furthest north uptown. That’s where most of the younger people are, closer to 24 hour public trans, always something to do. Unless you have a car, I wouldn’t even say Hyde Park. There’s always something going on, but the trans sucks unless you’re cool with mainly the bus or the expensive Metra train.
You wouldn't suggest Washington Park, but you would suggest Uptown?

I’ve lived in both. However I was closer to wrigley in uptown than more north.

No shyt. Stay safe out there. Everything is in Uptown and it easy for a man to get his dome cracked or just outright shot.
Uptown is fine and nothing (you dont flare up) pops. All we do is shop at target and Jewel and go to the lake when it's nice. He would be pretty stupid to live anywhere BUT Uptown to be real They I would look for places between Red Line Granville until Addison if he wants to take the CTA safely and not have cats in his pocket 25 hours per day.
