I'm not excusing what he did. He should have complied at the minimum but she escalated that exchange from the get-go and made it something it didn't have to be. She provoked a fight with an inmate that appears to have 3x her muscle mass with zero backup besides another 5'5, 220lb female. I don't see why she HAD to put him in cuffs at that particular moment because he was arguing.
Definitely a situation where she could have disengaged and waited for more bodies. Again, not excusing his actions but his body language wasnt even initially confrontational so much as it was standoffish. This could have been avoided and no woman should be on the floor alone with dozens of inmates. You can't rely on an authoritative presence for compliance when the person you're dealing with doesn't care about your authority.
Logic, tactics, and people skills could have prevented that clusterfùck.
