If you want a smiley to be in the Hall of Fame, then it still should go through the tried and true method ..

1)Get a smiley made
2) Use it
3) If it's a good one, others will use it till it begins to proliferate.
4) Naturally it'll get a life of it's on and then at some point it'll be more receptive for Hall of Famery
5) Honestly we are due for some new smilies, so I suggest you start now.
