It explicitly states that pan-africanism as a movement of afro descendants uniting from the USA, Africa and the Caribbean began as a USA movement

Also, by the definition of pan africanism that you posted, a "continental" african and african american arent 2 distinct groups. They're the same people. So who is a foreigner in america if black americans are africans?
