There is no effective way to police this, beyond databases filled with facial recognition profiles and ongoing camera scans of crowds during games. Short of that extreme, what you're going to end up with is ultras supporting those very teams doing it, trying to get opponents docked points.
You're not going to legislate a conscience nor morality onto a group that consistently shows they have neither.
