This is standard in NYC. I've had two girlfriends that were born and raised in NYC and didn't learn to drive until they were in their mid twenties. Several other friends besides that that learned to drive around that age, or never did. Knew plenty of people in college from NYC that didn't know how as well.

I’ll never forget having to teach this girl from NYC how to drive in college. Had my nerves all the way bad, but she was cute, and back then I was a sucker for a fine woman.
