Strictly as far as military tech...anything else, no. And it was the continual act of in-fighting by germanic tribes more so than speed of information imo that lead to the refinement of weaponry. I don't even think the gap was that even that large between Western Europe and the rest of the world, with steel tech, they still needed deceit and betrayal to anchor and slaughter the indigenous people.

There used be a time when, you had to personally learn things first hand. Not take someone else word and experience. Which is what our society is based upon now.
