Off topic but why is it acceptable for people to walk around in their underwear on the beach?

If someone walked down the street dressed in a bra and underwear they'd most likely get into trouble for public indecency

It also used to get hot beginning of the 20th century and people still had beaches but women weren't walking around in their underwear. Doesn't it blow your mind when you think....it's literally panties.

Interesting how what is acceptable to a society can change so much. I wonder if going topless at the beach was always acceptable in France, probably not.

I am thinking in terms of anthropology. If you can remove yourself from what you have been taught is acceptable today and look from outside of that then I think it would blow your mind as well.
