Easy going atmosphere. Great public transportation. Odd people. Underrated black prescene.
Portland isn't a bad place, but if you can't get into all the niche festivals that go on you'll probably get bored.

i always assumed there were no black people north of sacramento
but seriously, i've been to seattle and while scenery wise, the PNW has a lot to offer, it's one of the most homogenously white regions in america. lots of mixed chicks, too, if that's your flavor
. i couldn't imagine being black and living there honestly. at least if i'm going to subject myself to being a racial minority, i'd live in california where there's better weather
