As to why "the community looks as it does", you can thank poverty (due to general lack of opportunity) and systemic racism for that. That there is some unique discord in the black community is not supported by my life experience or any facts/studies I've ever seen. Until I see evidence to the contrary, I'm putting it in the pile with the rest of the bullshyt pushed by malicious or uninformed sources.
