The only time there were wrestling plants was in the late 90's/early 00's when WWE was using a Cali indy UPW as an unofficial development territory. That's where Cena started. Some think he was signed by WWE before he even joined UPW

The wrestling version of an industry plant would be if an Indy guy was getting pushed heavy in ROH or CZW or whatever because Vince secretly ran the company and wanted to get someone over and make it look " organic", like the fans chose that person at a grass roots level.

I'm not sure such a thing has ever happened in wrestling. In wrestling when they push a guy it's pretty blatant.
