That's a fair argument but fornication is a sin too. Whether it was a neighbor's wife (adultery) or a single woman (fornication), the overall point was being disciplined to not covet outside of marriage. Jesus always focused on the Root of sin, which is the heart or desire. Control the desire, control the behavior.
