His story was so strong kishi brought this nikka back. Not "I was gonna bring him back always" but the story was dying without the Oro angle so he was forced to. This dude Oro knew EVERYTHING about all the plans we are learning about now. And he been dead or incapacitated for quite some time. Imagine him knowing all this madara and rikudo details back during the chunin exam...
