His most direct competition was probably jay and Wayne (just going off the biggest most mentioned names)

All 3 of them had classics but discog wise they all have duds too. But, only Nas has put out consistent amazing albums recently where as the others havent.

So for him to even go to number 2, jay and Wayne would need to put out 3-5 amazing albums which I don't see happening cause Nas is still recording and at a faster rate.
