Well the Casino is already in Queens so it's an expansion. Jay tried to get a brand new Casino built in the middle of Times Square. Let's just say Jay had a harder hill to climb trying to get something in the heart of Times square (Though I believe it will be approved eventually but they want certain people to get that Manhattan Casino Money). With that said, NaS was smart with going with the expansion which was easier to get approved.
