I'd have to go with Nas on this because he was a far superior lyricist.
IMO Nas has a far superior unreleased catalogue. Tupac had an incredible work ethic and it shows based on the volume of unreleased music he recorded.

Not saying that Tupac didnt have a lot of good music, but he also recorded enough sub-par stuff that he is knocked down a notch.

I can count (off the top of my head) maybe ten or twelve instances where Pac has reused or partially reused a verse for a different song. How many unreleased songs does he have? 200? 300? You're focusing on a small percentage here... And I'm sure I could up with a similar number for Nas.
I clearly mentioned Nas has done similar but my premise is we dont know how many unreleased tracks Pac has that arent remixes after his death. I heard for ages it was "6 CDs worth of stuff" when he died in 96 though
