just call it a flagrant foul and with the free throw and possession it will stop.
No need for any rule changes or the like, just call it what it is a non-basketball play, flagrant 1

am I reading this right?

so now its acceptable anytime but the last 2 minutes of any qtr?

and a foul on an inbounds play automatically gets the team a free throw?

No now it's applicable to the last 2 minutes of every quarter instead of just the 4th and OT. Now any off the ball foul in the last 2 minutes of any quarter gets 1 foul shot and the team retains possession of the ball.

EDIT:

I just realized we might be saying the same thing. Either way I'm pretty baffled by this rule change too. If a team is in the penalty at anytime in the game they can still send any player they want to the line consistently right?

Good changes. The last two minutes rule will eliminate more than it seems. Teams arent going to want to go deep in the penalty early in the quarter so they have time to do this.

And it looks like they plan to crack down on the play where they just jump on a guys back on a free throw so it counts as a regular foul and not subject to the hack rules.

Fouls away from the ball happen all the time and not intentionally.
this hack-a-shaq shyt is intentional fouling away from the basket, seems like flagrant to me.
especially when you look at the shyt like jumping on the back of some of these big guys or just grabbing them while they are walking down the court.

I bet that would kill it instantly

A lot of the fouls you see aren't flagrant. Most of the time they just hug you until the ref calls something.

They'll probably be instructed to call those fouls you're talking about as flagrant

Yep, thats all I would do and I think you would fix the problem.
It isn't like these fouls come during the flow of the game.
