The funny thing about this thread, is that statistically the lakers and celtics have a chance albeit not a good chance of landing a top 3 pick. You wouldn't know if the lakers and celtics got a top 3 pick because of luck or because it was rigged.

2012: Blazers were 6th(Nets pick) and stayed 6th
2011: Utah had 6th pick and moved up to 3rd
2010: Sixers had the 6th pick and moved up to 2nd
