Once Hip-Hop became a commodity, it failed under the influence of corporations injecting the money. The decision they made, the choices they made had an influence on the trajectory of he genre. What you call culture is ALSO a byproduct of corporate choices and rationality. Culture does not escape capital. That's the point you don't see.
The simple influence of radio after the Communication act has been discussed largely on this very site. Radio controlled by corporations. That's only one example.
You give too much influence to 'the street' with a very romantic vision of music production and consumption.
What Hip-Hop became is the result of complex myriad of actions and reactions from the 'street', the corporations and the consumers. Erasing the influence of the laters only leads to a misunderstanding about the real nature of what drive Hip-Hop.
