There are multiple towns in NC that are damn near 100% black, with black people in high positions as well.

That is one incident in how many? It makes a difference when your city is majority black, skilled or educated, with blacks in city council and a history. Now gentrified Durham may fair differently as projects like Few Gardens are torn down and downtown is now hipster heaven.
