Neighborhood reference is when you ask for your neighbors to write a reference. They fill it out. Only one out of three filled it out. The other dude was talking to his wife, but didn't answer the door. Plus, the other guy blew me off.

Most law enforcement jobs, like OP said dispatch. Plenty of jobs where a very extensive background investigation requires neighborhood references.
