Im no computer expert, but couldnt you use a proxy and still visit the websites? its a hurdle yes, but it would still work no?

No, this is ISP level. What a proxy does is route traffic to another host first before, and then reach out to said server (website) from that host. Its mainly used to disguise where you are coming from.

But what an ISP level shutdown can say is simply "You can't access any non-US IPs " and shut down your initial connection to said proxy.

Even if someone stand up a VPN server on an ISP connection with the "full internet" package, they could notice an abnormal amount of traffic and throttle you just like that (which is EXACTLY what they will do to current VPNs, I promise you)

No, this is ISP level. I'm sure all of these sites will fall under certain "categories" that will probably be assigned at domain signup
