You’re thinking like the Ptolemies were absolute rulers who controlled all facets of Egyptian society. Think of it more like figureheads similar to European monarchies. In England you had a bunch of German incest babies as Kings and Queens, your average Englishmen doesn’t care because you don’t deal with the monarchy directly. Similar in ancient Egypt, your average Egyptian is dealing with your local magistrates and priests, and Egypt was rich as fukk and still the richest kingdom in the Mediterranean during Julius Caesar’s time.
