Really, they wouldn't even need infrared transmitters. They could just work have cell phone towers nearby alert the phone to its proximity to an event and shutdown the video camera. That means you might not even be inside the concert and you couldn't video tape anything. It's a very big brother kind of thing.

Apple would get sued to Bolivia if they tried this with existing consumers. Carriers got sued for locking phones from features that the phone performed. No way Apple uses it in the consumer market to lock cameras out when the precedence has already been established that if you buy a product with a feature, under no terms can you make said feature inoperable without facing legal actions.

Its not gonna be for the consumer market even if it does become a patent. Companies do things like this all the time. Whether its something you can market or sell or even legally do, you patent EVERYTHING that you physically can do.
