Nothing's ever been explicitly stated to be canon. However, the last 2 movies were both directly sequels to the original story and then adapted to Super. This is the case with this movie as well.

The other movies were basically made with assumptions of how things would be at the end of whatever story arc was going on while they were being made, so they wound up be noncanon as a result, although Cooler's Revenge, Bojack, and Wrath of The Dragon wound up being lucky.
