You have the same parts of a female and vice versa...your DNA - Chromosomes decide where they get placed and how they're formed.
You're born "female" per say. In that your mothers RNA is what controls the distribution of things. The genes in the Y chromosome don't kick in immediately...hence you're "female" by default. If they kicked in before the X chromo, it'd be bad, too much testosterone could kill any fetus...and said chromo is a savage. when unleashed.
