I believe that doesn't happen on my PS4 breh.

Run a speed test on your PC over the same connection (ethernet or wireless) and do the same for your PS4. I'm curious to see how you out of millions aren't being throttled on PSN.
My boy said this update allows you to stream to Youtube in 60fps, but you can't capture footage on your PS4 simultaneously if you stream at that setting...

Ehh..throttle, as in not reaching the max is one thing, it's another thing all together to say your reg. speeds everywhere else is top notch, but only your playstation is garbage speed. My paid for plan of speed is 100 megs down (can't remember up, but it's only like 15-20 on average I believe), with my highest speed attained so far was about 115 on my laptop. Highest I seen checked on my PS4 was 75 down. Not the top speed I pay for, but certainly far from garbage. Considering the time of day and averages factors, I'm sure that's pretty good at any rate, as I know I don't have 100 megs at all times or anything. Ionno what the outright average is, maybe in the 80's.

It's funny speaking about the download speeds, I just tested it out and this is what happened:
I started the demo for Doom and it showed it had an hour left to download like 6 gigs. My speeds looked like it was about 3-5 MB/s.
I did a connection test and then went back to the download bar and now that shyt is downloading at 10/11MB/s and only 9 minutes remain.
Proof:
If I notice my speeds are slow, I pause and resume or just do a connection test but most of the time the speed posted above is what I get on average.
I guess Sony realizes I stan them so much they let a nikka get some extra speed.
Edit: Don't go by those connection tests speeds. That's just a random estimate that changes every time you do a connection test. Do a download of anything and check how fast it's downloading there.
Do an actual download and check it, don't check that connection speed shyt.
