Why is Sammy Watkins rated so low?

I don't think anyone would say he's a top 5 receiver, but dude caught 60 balls for 1,000 yards and in his final 6 games of the season he really started to come along with four 100-yard games.
I think the kid is talented. He just needs the ball thrown to him. You give him 10+ targets and he's gonna produce.

Luck barely played healthy and indy was trash last season. Despite all that luck still top 100 dead or alive. He'll be ranked higher next year trust. He was top ten last time he played a full season healthy.

Not a good eough excuse...

Luck has one of the best starts to his career of damn near any QB in league history.
Luck wasn't healthy last year, played injured multiple games, missed multiple games.
Indy's OLINE was pure shyt, but we just drafted a new one.
Indy has gone to the playoffs every year where he's played the full year.

These are all fact, no excuses necessary. Not even sure what it is I'm supposed to be making excuses for, I'm not arguing for/against his place on the list.

This dude Luck is only 26, a year younger than Russ, but the book is written already huh?
Literally every one of Lucks WR/TE weapons this year will have the same amount of NFL experience as him or less. But he's surrounded by weapons.

Name one proven reliable target Luck has this year out of Hilton. And I got Moncrief in my avatar so I'm not shytting on our WRs, or our TE Allen. Luck going to put up numbers this year and you gonna be mad though.
